It DOES appear that DLC type items are licenses ala the Vita, as in they don't require downloads. This being based on checking the SEN store and checking my histories for Warframe, I had gotten the 'preorder' bonus thingy and it was listed there, and I did in fact have it in game, but I never downloaded anything beyond the game itself.
